Link Exchange Box/add-on?

Hey just wondering if there's a add-on to our wordpress direct blog, so we can link exchange with other websites. For example on this site http://hiphopalbumreviews.blogspot.com/ bottom right, the blog has url's to websites which he has traded backlinks with

I think you'll find that you already have a blogroll installed in your wp admin. You will find it under manage and links. I haven't used it yet but it seems fully functioning with the option to add new.
After clicking the add new button I found a surprising amount of features included in the link relationship.

why not just email the other blogger?
